Mafia 2 follows the story of Tommy Angelo, a former soldier and mobster. It is set in Empire Bay, a fictional city based on New York City and Chicago. The game begins with the player reading the opening credits which appear as newspaper headlines, and there is also an option to read them at any time during gameplay. You find yourself in Empire Bay as Thomas Angelo after his discharge from the Army during World War II due to posttraumatic stress disorder (PTSD). You drive into town looking for Mike who helps you get used to life back home again. Mike gives you an apartment and a job as a union worker at the Empire Arms Hotel docked on the nearby coast. After learning more about the hotel and local crime boss Vincente Cesare, Tommy is tasked with forging a letter of transit by his boss Joe Barbaro and selling it to him for $8,000. On your way there, however, you discover that Mike has since died and you must now confront his killer Vincenzo Cilli. After disposing of Vincenzo you acquire the letter of transit for Joe and begin to work your way up through the Mafia. A new job opens up with Frankie Garone which involves the collection of money from some 'poor payers' by Joe himself. Frankie is in trouble with loan shark Frankie Bottles, who in turn is friends with Mafia capo Roy DiRicci. Joe's next job sees him travelling to Empire Bay's docks to collect money from union workers. After the job, Joe tells Tommy that he needs someone with management experience to work at the Empire Arms Hotel. Tommy knows that this will not be easy; he is warned by Joe that Frankie Bottles is working for Roy, who wants him dead. Tommy has another chance at proving himself when he meets up with two of DiRicci's men delivering some whiskey. He takes the whiskey and sells it to Bottles, netting $1000 in the process. He then goes to Bottles' distillery and steals $5000 of his money. Frankie is delighted with this, but Roy is still angry with him. Tommy buys some new clothes for Mike's funeral and gives Mike's widow some money. After the funeral, Tommy returns to the union hall where he meets up with Joey Leone (Joe Barbaro's son). They go for dinner at Joe's restaurant; Joe tells them that there has been trouble with some of his 'business partners'. Tommy goes to see Luigi Marchese (Joe's partner) who owes Joe $50,000; Tommy takes this debt over and Luigi is happy to pay him. Tommy then meets with Roy DiRicci again who tells him that the union hall will be bombed in three days during a union party. Tommy also bumps into Mike's widow at the hall. He leaves the party early because of the threat of bombing and meets up with his old war buddy Billy Pearons, who is planning a heist on a warehouse.
